RasterVect can convert raster images (TIFF, JPEG, BMP...) to a vector format. Raster drawings can be imported by scanning paper drawings. Target vector formats (DXF, WMF, EMF, EPS and AI) are used by most CAD / vector programs (Corel Draw, AutoCAD).
